Generally, all subcontractors, sub-subcontractors and materialmen must comply with the construction lien law’s notice to owner requirements. A notice to owner informs the owner that the subcontractor, sub-subcontractor or materialman is expecting payment for labor and/or materials.

The purpose of a notice to owner is to protect an owner form the possibility of paying the contractor monies that are intended to be paid to subcontractors, sub-subcontractors and materialmen that remain unpaid. The notice to owner must be served timely to perfect construction lien rights.
